主场外交:国家治理与全球治理互动的中国探索

摘　　要：当前,全球治理面临着治理主体缺位、治理赤字增加、治理效能不足等问题,对中国等新兴国家提出了更高的责任和要求。近年来,中国举办了一系列主场外交活动,基于自身国内治理经验提出了大量全球治理的中国方案,涵盖了政治、经济、安全、文化等多个领域,既增强了中国的国际话语权,有力地塑造了大国形象,提升了中国的国家治理水平,又为中国推动全球治理体系完善变革,解决全球性问题提供了强大动力。究其原因,主场外交通过进行信号传递,展示自身理念;编织合作网络,增强动员能力;理顺工作机制,提升地方城市治理能力等方式,实现了国家治理和全球治理的内外联动。At present,global governance is faced with problems such as the absence of governance subjects,increasing governance deficit and lack of governance efficiency,which puts forward higher responsibilities and requirements for China and other emerging countries.In recent years,China has held a series of home diplomacy activities.Based on its own domestic governance experience,it has put forward a large number of Chinese proposals for global governance,covering politics,economy,security,culture and other fields,which have not only strengthened China's international discourse,effectively shaped the image of a major country,improved China's national governance level,but also provided a strong impetus for China to promote the improvement and reform of the global governance system and solve global problems.The reason for this is that home diplomacy shows its own ideas through signal transmission;weaving networks of cooperation and enhancing mobilization capacity;rationalizing the working mechanism and improving the governance capacity of local cities and has realized the internal and external linkage between national governance and global governance.
