新时期人民防空专项规划编制体系研究——以江西省为例

摘　　要：人民防空专项规划作为国土空间规划体系中的专项规划,有其非常独特的地方,不仅要衔接国土空间规划,落实其传导要求,还因其内容涉密,编制体系较为独立,与总体规划、其他类型专项规划及详细规划的衔接落实、层级传导存在诸多困难。现阶段国土空间规划体系的顶层设计仍处于不断完善过程中,与人民防空专项规划相关的法规、政策和标准规范陆续更新并发布,新时期人民防空规划编制体系尚没有统一标准。为此,浙江省和江西省率先启动编制省级人民防空专项规划,摸索出一些经验,试图在省级层面建立人民防空专项规划体系。文章通过对江西省人民防空专项规划及全省人民防空规划编制情况的分析,总结编制过程中存在的问题,提出人民防空专项规划体系构建和规划编制方法的路径探索。As a part of the sector planning in National Territory Spatial Planning(NTSP),the sector planning for civil air defense is unique.While it is required to align with the NTSP,its classified nature poses challenges in terms of publication and implementation.Besides,the evolving of laws,regulations,policies,and standards related to civil air defense in China further complicates matters.However,there is no unified standards regarding the methods and contents for the compilation of civil air defense planning because the top-level design is still in the process of improvement.Therefore,it is necessary to explore and gain experience.For example,Zhejiang and Jiangxi pioneered in compiling the civil air defense plan and attempted to establish the civil air defense planning system at the provincial level.This paper analyzes the civil air defense plan in Jiangxi Province and its related compilations,summarizes the existing problems in the compilation process,and proposes useful methods and approaches in constructing the civil air defense planning system and compiling the plans.
