摘 要:边境口岸城市是我国沿边开放的重要门户和窗口。但长期以来,边境地区及边境口岸城市的发展动力不足,发展态势相对迟缓,成为国家区域协调发展的薄弱地区。在“一带一路”“双循环”等国家重大战略机遇下,如何强化边境口岸、边境经济合作区等沿边开放平台的辐射带动力,推动边境口岸城市高质量发展,是未来边境城市面临的重要课题。文章以吉林省临江市为例,从边境口岸城市的功能定位审视、产业体系构建、对内对外通道建设、对外开放平台提升等方面提出规划对策;就边境口岸城市发展路径易受毗邻国家政治及经济体制影响的特点,提出在发展时序上分阶段实施的策略;通过对案例城市规划路径和发展时序的探索和研究,为边境口岸城市的发展路径提供新方案。Border port cities are important gateways and windows of China's opening to the outside world.However,the development power of the border areas and border port cities is insufficient,and their development trend is relatively slow,making them long-standing weak areas in national and regional coordinated development in China.With the significant opportunities presented by "dual circulation" strategy and the Belt and Road Initiative,strengthening the radiant power of the opening platform such as border ports,border economic cooperation zones to promote the high-quality development of border port cities becomes an important issue for the future.Taking Linjiang City as an example,this paper puts forward planning strategies in terms of the city's functional orientation of border ports,industrial system construction,internal and external channel construction,and the improvement of opening-up platform to outside.In view of the fact that the development path of border port cities is easily affected by the political and economic system of neighboring countries,this paper proposes a phased strategy from the perspective of development sequence.Through the exploration and study of the case city's planning path and development sequence,this paper puts forward news strategies for the development path of border port cities.
