新时期城乡建设发展规划编制体系和实践——以江苏省淮安市为例

摘　　要：新时期我国城镇化进程发生转变,从高速增长转向高质量发展,城乡建设发展规划作为规划体系中发挥统筹作用的文件,承担新时期城乡高质量建设的新任务。文章提出规划体系下城乡建设发展规划的新模式,系统地解析城乡建设发展规划的含义、内容框架,以及与现有其他规划的联系等,并以江苏省淮安市的城乡建设发展规划实践作为案例,总结城乡建设发展规划模式的特色与亮点。In the new era,the process of urbanization in China has undergone a transformation,shifting from high-speed growth to high-quality development.As a coordinating part of our planning system,the urban and rural construction and development planning has undertaken on the new tasks of the urban and rural high-quality construction of China in the new period.This paper proposes a new mode of urban and rural construction and development planning under the planning system in the new period,systematically analyzes the meaning of urban and rural construction and development planning,content framework,and the relationship with other existing plans,and takes the practice of urban and rural construction and development planning in Huai'an City,Jiangsu Province as an example,and summarizes the characteristics and highlights of the planning mode.
