民族区域自治制度在西藏的发展实践与制度优势

摘　　要：民族区域自治制度作为中国特色社会主义的一项基本政治制度,在西藏得到全面贯彻落实,促进了西藏经济社会各方面发展。民族区域自治制度在西藏的成功实践得益于其所发挥出的制度优势,即赋予制度生机:建立了西藏各少数民族团结进步的制度体系;激发制度活力:完善了西藏五位一体的体制机制建设;增强制度供给:健全了依法治藏的新方略。这些制度优势不仅使西藏社会充满发展潜力和发展预期,也使得各族群众的获得感成色更足、幸福感更可持续、安全感更有保障,不断把制度优势更好转为治理西藏的效能。The system of regional ethnic autonomy,as a basic political system of the socialism with Chinese characteristics,has been fully implemented in Xizang and promoted its economic and social development.The successful practice of regional ethnic autonomy in Xizang has benefited from the institutional advantages it has brought into play:it has given vitality to the system--established an institutional system for the unity and progress of all ethnic minorities in Xizang;it has simulate the vitality of the system--improved the five-in-one system and mechanism building in Xizang;it has enhanced institutional supply--improved the new strategy of administering Xizang in accordance with the law.These institutional advantages have not only filled Xizang society with development potential and development expectations,but also enabled people of all ethnic groups to have a fuller sense of gain,a more sustainable sense of happiness,and a more ensured sense of security,constantly translating institutional advantages into more effective governance of Xizang.
