财政涉农资金整合政策的经济效应研究——基于河南省数据的检验

摘　　要：基于河南省104个县2012—2019年县域面板数据,运用双重差分法(DID)研究财政涉农资金整合政策对试点县经济增长的影响。研究发现:财政涉农资金整合政策显著促进了试点县的经济增长,且影响效果逐年增强;作用路径是通过提高试点县涉农资金使用效率、加强涉农资金整合监管、助推试点县全方位发展来发挥促进经济增长的效应。为进一步区分此政策对不同试点县经济增长的影响,把53个试点县以地形和地理区域作为划分标准,得出结论:以地形区域划分,此政策影响作用平原地区>山区;以地理区域划分,此政策影响作用西部地区>东部地区>中部地区。因此,可以将此政策在其他非试点县进行深入推广,在实施过程中要因地制宜调整政策结构,并逐步形成财政涉农资金整合长效机制,优化财政资源配置。Based on the county panel data of Henan Province from 2012 to 2019,this paper uses the Double Difference Method(DID)to study the impact of the policy of financial integration of agriculture-related funds on the economic growth of pilot counties.The study shows that the policy of integration of financial funds related to agriculture has significantly promoted the economic growth of the pilot counties,and the effect has been enhanced year by year.The function path is to promote economic growth by improving the efficiency of using agricultural funds in pilot counties,strengthening the integration and supervision of agricultural funds,and promoting the allround development of pilot counties.In order to further distinguish the impact of this policy on the economic growth of different pilot counties,this paper divides 53 pilot counties according to topography and geographical areas.The conclusions are as follows:Divided by terrain area,the influence of this policy is plain area>mountain area;Divided by geographical region,the effect of this policy is western region>eastern region>central region.Therefore,this policy can be further promoted in other non-pilot counties.In the process of implementing the policy,the government should adjust the policy according to local conditions,gradually form a long-term mechanism for the integration of financial funds related to agriculture,and optimize the allocation of financial resources.
