若尔盖县黄河流域湿地保护与修复工程可行性分析

摘　　要：若尔盖县地处青藏高原东北边缘,分布着我国面积最大、最为原始的高原泥炭沼泽湿地,被誉为黄河上游“蓄水池”,对黄河流域的水源涵养、水文调节和生物多样性维护有重要作用。该区域地处黄河上游水源补给区,长期以来,受全球气候变化、草原超载放牧和湿地开沟排水等多重因素影响,该区域湖泊湿地水位持续下降、沼泽湿地不断退化萎缩等问题日趋凸显。经多年治理,虽取得一定成效,区域内生态环境恶化趋势仍未得到根本扭转,函需开展湿地保护与修复工程、湿地资源监测支撑能力等项目的建设工作。本文主要分析了项目的必要性和可行性,通过介绍主要建设内容得出:项目具有良好的生态效益、社会效益和经济效益,并且符合若尔盖县及湿地的相关规划,建议项目尽快实施。Ruoergai County was located on the northeast edge of the Qinghai Tibet Plateau,where the largest and most primitive plateau peat swamp wetland in China was distributed.It was known as the"reservoir"of the upper reaches of the Yellow River and played an important role in water conservation,hydrological regulation,and biodiversity maintenance in the Yellow River Basin.This region was located in the upstream water supply area of the Yellow River.For a long time,due to multiple factors such as global climate change,grassland overgrazing,and wetland drainage,the water level of lakes and wetlands in this region continued to decline,and the degradation and shrinkage of swamp wetlands were becoming increasingly prominent.After years of governance,although certain results had been achieved,the trend of ecological environment deterioration in the region had not been fundamentally reversed.It was urgent to carry out construction work on wetland protection and restoration projects,wetland resource monitoring and support capabilities,and other projects.This article mainly analyzed the necessity and feasibility of the project.By introducing the main construction content,it was concluded that the project has good ecological,social,and economic benefits,and is in line with the relevant planning of Ruoergai County and wetlands.It was recommended to implement the project as soon as possible.
