公园城市夜景时空构建方法初探--以四川天府新区公园城市照明专项规划为例

摘　　要：我国自古对光的认识就带有时间、空间和人交互的哲学思辩。近年来,城市夜景工程建设繁盛,问题与机遇并存。作为视觉导向的规划领域,城市照明的规划路径和夜景的服务功能亟待探索研究。伴随城市设计逐步贯穿于城乡规划工作的始终,对时间、空间高度敏感的夜景建设更应首要树立时空观念,打破平面规划的局限性,构建全新理论范式和实施框架。天府新区利用公园城市建设契机,发挥自身禀赋,实现“中国式山水”的规划图景,城市夜景观创造性地构建诗意空间,并结合成都文化和旅游发展的高定位,挖掘夜间巴蜀自古一脉相承的夜间生活。本文从规划思维和方法论两方面阐述了天府新区城市夜景规划的整体构思和施行机制,从“光秩序、光形态、光品质、光经济、光技术”五个维度进行系统性传导,以立体时空四位一体的详细规划为抓手,依靠全环节的顾问专家参与和咨询、审批、评估程序,保证城市夜景照明精细化管控的实施,以期为其他城市提供理论思路和工作路径。Since ancient times,light has been perceived from interaction among time,space and people,which is a philosophical thinking way.In recent years,the construction of urban nightscape projects has flourished,bringing about both problems and opportunities.As urban lighting is a visuallyoriented planning field,its planning methods and the service function of nightscape need to be explored and studied.With the gradual integration of urban design into urban-rural planning,the construction of nightscape,which is highly sensitive to time and space,should establish the concept of time and space,break through the limitations of master plan,and develop a theoretical paradigm and implementation framework.Taking advantage of the opportunity of park city construction,Tianfu New Area gives full play to its own endowment to realize the planning objective of"Chinese-style landscape",creatively constructs a poetic space in the urban nightscape,and explores the night life in Bashu(the Sichuan Basin and adjacent areas)since ancient times based on the positioning of Chengdu's cultural and tourism development.This paper expounds the overall conception and implementation mechanism of urban nightscape planning for Tianfu New Area from theaspects of planning thinking and methodology.Specifically,the refined control of urban nightscape lighting is implemented by using the effective means of the four sphere-integrated detailed planning for stereoscopic space-time and based on a systematic transmission from the five dimensions of"light order,light form,light quality,light economy,and light technology",as well as the participation of consultants and experts in the whole process and the consultation,approval and evaluation procedures.It aims to provide a theoretical thought and work path for other cities.
