我国地方体育产业结构升级的影响因素与发展策略研究

摘　　要：体育产业结构升级是实现体育产业高质量发展的必由之路。通过构建“技术—组织—市场”(TOE)理论分析框架,使用动态QCA方法分析2016—2021年我国22个省域面板数据,探索时间纵轴上各维度影响因素对我国地方体育产业结构升级的组态效应。(1)存在4条组态路径皆可驱动地方体育产业结构升级,概括为“政策—技术”驱动模型、“政府—市场”驱动模型和“政府—市场—技术”联动模型;(2)在时间维度下,自2017年起有3条组态路径对地方体育产业结构升级的解释能力呈下跌态势;(3)在空间维度下,有一条组态的解释能力呈现明显的地区差异。基于此,提出地方体育产业结构升级的发展策略:提升产业政策实施成效,加大科研经费投入;发挥政府经济手段,聚焦数字技术赋能;完善产融合作模式,深化数字创新联动发展;提升“资源—要素—政策”协调适配度,强化地区资源配置优势。The structural upgrading of the sports industry is the only way to achieve high-quality development of the sports industry.By constructing a theoretical analysis framework of“Technology Organization Market”(TOE),and using the dynamic QCA method to analyze panel data of 22 provinces in China from 2016 to 2021,the study explored the effect of each dimension on the structural upgrading of local sports industry in China,and examines the differences in the interpretation of each group state across different regions.Individual factors do not constitute a necessary condition for the structural upgrading of the local sports industry;There are four pathways that can drive the structural upgrading of the local sports industry,which are summarized as the“policy-technology”driven model,the“government-market”driven model and the“government-market-technology”linkage model;In the time dimension,the explanatory power of three pathways for the structural upgrading of the local sports industry has been declining since 2017;In the spatial dimension,the explanatory power of one pathway shows significant geographical differences.Based on this,we put forward the development strategies for upgrading the structure of local sports industry:improve the effectiveness of industrial policy implementation,increase the investment in scientific research;give full play to the government’s economic means,focusing on the empowerment of digital technology;improve the mode of industry-industry integration and cooperation,deepening the development of digital innovation linkage;improve the degree of coordination and suitability of the“resources-factors-policy”,and strengthen the advantages of the regional allocation of resources.
