摘　　要：数字政府建设是建设网络强国、数字中国的基础性和先导性工程。充分发挥数字政府建设的引领驱动作用,以推动经济社会各行业各领域的数字化转型和高质量发展。当前,以数字政府建设引领驱动数字化发展逐步形成政策共识,在实践探索中取得了一定成效,但仍存在系统性、整体性、协同性等不足和困境。从夯实数字中国建设基础、助推数字经济发展、引领数字社会建设、营造良好数字生态等方面,重点发挥数字政府建设的引领驱动作用,从而实现数字中国建设向更高水平持续提升,构筑数字时代国家竞争新优势。The construction of digital government is a fundamental and pioneering project for building a strong network country and a digital China.It is necessary to fully leverage the leading and driving role of digital government construction to promote digital transformation and high-quality development in various industries and fields of the economy and society.At present,a policy consensus has been gradually formed to drive digital development through the construction of digital government,and certain results have been achieved in practical exploration.However,there are still systematic,holistic,synergistic and other deficiencies and dilemmas.From the aspects of consolidating the foundation of digital China's construction,boosting the development of digital economy,leading the construction of digital society,and creating a good digital ecosystem,we can focus on promoting the leading and driving role of the construction of digital government,so as to realize the sustained upgrading of digital China's construction to a higher level,and to build China’s new competitive advantage in the era of digitization.
