摘　　要：在现代化进程中,民主与治理的耦合共进,既是国家治理现代化的大势所趋,也是以民主赋能治理的逻辑前提。中国特色社会主义进入新时代,全过程人民民主与基层治理的价值取向相吻合、任务目标相一致、制度安排相耦合,能够全面赋能基层治理,提升基层治理效能。全过程人民民主通过助力形成多元主体间互动合作的基层治理共同体来增强基层治理的内生动力,通过自上而下的统筹整合与自下而上的民意表达来破解基层治理资源有限和分配不均衡的现实难题,通过联动基层治理政策全过程来塑造全领域、全覆盖的基层治理实践形态,通过自治、法治、德治相融合的方式创新基层治理模式,激发基层治理活力,从而推动基层治理迈向新台阶。新时代新征程,以全过程人民民主推进基层治理,必须加强党建引领,夯实民主制度保障,强化多元主体共治,充分发挥全过程人民民主在基层治理中的效能。In the process of modernization,the coordinate progress of democracy and governance is not only the trend of modernization of national governance,but also the logical prerequisite for empowering governance through democracy.Socialism with Chinese characteristics has entered a new era,and whole-process people’s democracy and primary-level governance share the same value orientation,task objectives and institutional arrangements,which can empower primary-level governance in all respects and improve its governance effectiveness.The whole-process people’s democracy boosts the endogenous dynamism of primary-level governance by helping to form a community of primary-level governance with multiple subjects cooperating with each other,it solves the practical problems of limitation and uneven distribution of resources of primary-level governance through top-down integration and bottom-up expression of public opinion,it shapes a comprehensive and full-covered primary-level governance practice form by connecting all links in the implementation of primary-level governance policies,and it stimulates the vitality of primary-level governance,and promote primary-level governance to a new level through an innovative primary-level governance model with integrating self-governance,the rule of law and the rule of virtue.In the new journey of the new era,to promote primary-level governance through whole-process people’s democracy,it is necessary to strengthen the guidance of Party building,consolidate the guarantee of democratic systems,strengthen the participation of multiple subjects,and give full play to the effectiveness of whole-process people’s democracy in primary-level governance.
