摘　　要：在油田开发项目中,HSE涉及爆炸、火灾、工作场所安全、人员健康、环境污染等多个方面,风险多样且后果影响严重。过程安全控制是管理这些风险的关键,包括风险评估、控制措施、培训和紧急响应计划。文章以某油田为例,详细介绍了高风险作业管控步骤,强调了对有限空间作业的安全措施。通过这些措施,可以降低HSE风险,确保油田运营的安全性和可持续性,同时为相关行业提供了参考案例。In oilfield development projects,HSE(health,safety,and environment) risks are diverse and can have severe consequences,encompassing aspects such as explosions,fires,workplace safety,personnel health,and environmental pollution.Process safety control is pivotal in managing these risks,involving risk assessment,control measures,training,and emergency response plans.This paper takes a specific oilfield as a case study and provides a detailed overview of high-risk operation control procedures,with an emphasis on safety measures for confined space work.Through the implementation of these measures,HSE risks can be mitigated,ensuring the safety and sustainability of oilfield operations,while also serving as a reference case for relevant industries.
