摘　　要：市民环境公约是规范市民环境行为的社会规范。在全面推进生活方式绿色转型的进程中,市民环境公约能够对市民环境行为起到约束和引导作用,是处理生态环境保护外部约束与内在动力之间关系的典型样本,具有重要的意义。但目前实践中市民环境公约存在内容泛化、实施困难、外部缺乏衔接的现实问题,严重削弱了市民环境公约的实效。运用行为类型化研究方法可以得出,市民环境行为主要分为消费行为、治理行为和监督行为三种类型,分别有着约束、激励和保障的治理需求。为满足这些治理需求,市民环境公约在内容上,应以公民绿色低碳消费义务为核心;在实施上,应强调政府、社区和市民的合作共治;在外部关系上,应与相关法律规范之间建立明确的衔接和转进关系,形成效力协同和保障。Citizen environmental convention is a social norm to regulate citizens’environmental behav-ior.In the process of promoting the green transformation of life style,citizen environmental convention regu-lates and guides environmental behavior of citizens.And the convention is a typical sample of dealing with the relationship between external constraints and internal motivation of ecological environmental protection,which is of great significance.However,there are some practical problems,such as generalization of con-tent,difficulty in implementation and lack of external connection,which seriously weaken the effectiveness of citizen environmental convention.The following results can be obtained by using the behavior types re-search method.Citizens environmental behaviors are mainly divided into three types:consumption behavior,governance behavior and supervision behavior,which have the governance needs of restraint,incentive and guarantee respectively.To meet the governance needs,the content of the citizen environmental convention should take the green and low-carbon consumption obligation of citizens as the core.In the implementation,we should emphasize the cooperation of government,community and citizens.In terms of external relations,a clear connection and transition relationship should be established with relevant laws and norms to form ef-fectiveness of synergy and guarantee.
