摘  要:为提升油气管网企业人员安全素质,首先,结合金川安全管理模式与人员安全素质发展原则,提出人员安全素质发展的5个阶段,即无规则阶段、强制被动阶段、依赖引领阶段、自我管控阶段、习惯养成阶段;然后,通过CiteSpace文献可视化聚类分析,构建人员安全素质评价指标体系,并确定各级指标的权重,根据优化后的28个三级指标编制人员安全素质调查问卷,将调查问卷结果与人员安全素质阶段发展的5个阶段分值对应,得到人员处于的安全素质阶段发展模型,并根据阶段发展模型提出提升路径;最后,在新疆某油气管网公司进行实例应用。结果表明:该公司在人员安全素质阶段发展模型中处于强制被动阶段,并从心理因素、生理健康、安全能力、个体特征等4个方面提出提升路径。In order to improve the safety quality of personnel in oil and gas pipeline network enterprises,firstly,combining the Jinchuan safety management mode and the development principle of the personnel safety quality,five stages of the personnel safety quality development,i.e.,the non-rule stage,the compulsory passive stage,the dependent leading stage,the self-control stage and the habit formation stage,were put forward.Then,the evaluation index system of the personnel safety quality was constructed through CiteSpace literature visual cluster analysis,and the weights of indicators at every level were determined.A questionnaire on the personnel safety quality was compiled according to 28 optimized three-level indicators,and the results of the questionnaire were corresponded to the scores of the five stages of the personnel safety quality development to obtain The safety quality stage development model.The improvement path was proposed according to the stage development model.Finally,a example application was carried out in an oil and gas pipeline network company in Xinjiang.The results show that the company is in the forced passive stage in the development model for the personnel safety quality,and the improvement path was put forward from four aspects of psychological factors,physiological health,safety ability and individual characteristics.
