摘　　要：文章分析了当前计划用水管理在思想认识、管理方式、管理程序、管理体制、法律法规、管理能力建设等方面存在的主要问题。从优化计划用水管理方式和管理程序、加强和改进基层计划用水管理工作、加强对公共管网供水的计划用水管理、加快完善计划用水管理相关法律法规制度、加强计划用水管理技术支撑体系建设等方面,提出进一步完善计划用水管理的对策建议。The article analyzes the main problems in current planned water management in terms of ideological understanding,management methods,management procedures,management systems,laws and regulations,and management capacity building.On this basis,suggestions for further improving planned water management are proposed from the aspects of optimizing planned water management methods and procedures,strengthening and improving grassroots planned water management work,enhancing planned water management for public pipeline network water supply,accelerating the improvement of relevant laws and regulations for planned water management,and intensifying the construction of technical support systems for planned water management.
