湖泊系统治理的经验启示——以云南省阳宗海和滇池为例

摘　　要：湖泊是江河水系的重要组成部分,是蓄洪储水的重要空间,在防洪、供水、航运、生态等方面具有不可替代的作用。近年来,云南省依托河湖长制组织体系,全面加强高原湖泊保护治理:划定“两线三区”实行空间管控,搭建科技平台进行基础性研究和技术性攻关,制定地方性法规强化依法治理,统筹推进“湖泊革命”攻坚战。经过系统治理,综合施策,云南九大高原湖泊面貌显著改善。文章以阳宗海和滇池保护治理为例,梳理分析相关典型做法经验,为其他湖泊治理保护提供参考借鉴。Lakes are important parts of river system and an important space for flood and water storage,playing an irreplaceable role in flood control,water supply,navigation,ecology,etc.In recent years,relying on the River and Lake Chief System,Yunnan Province has comprehensively strengthened the protection and management of plateau lakes.It demarcated“two lines and three regions”to implement spatial control,built scientific and technological platforms to conduct basic research and technical innovation,formulated local regulations to strengthen legal governance,and coordinated the“lake revolution”action.After systematic treatment and comprehensive policies,the appearance of nine plateau lakes in Yunnan has been significantly improved.This article takes the Yangzonghai Lake and the Dianchi Lake as a case study to analyze relevant typical practices and experience,providing reference for management and protection of other lakes.
