摘　　要：河口管理保护是河湖管理工作的一项重要内容。党的二十大报告提出,要推动绿色发展,促进人与自然和谐共生,坚持山水林田湖草沙一体化保护和系统治理。对统筹水资源、水环境、水生态治理,推动重要江河湖库生态保护治理等作出重要部署。经过多年探索和发展,我国在河口管理保护方面开展了大量工作,取得了一定成效,但由于河口自然条件复杂,经济活动较活跃,管理部门和机构众多,保护管理中仍然面临一些突出问题。例如,管理范围交叉较为突出,制度体系有待进一步完善、监管手段不足等。为顺应新时代河口地区经济社会发展形势,规范和加强河口管理保护工作,需要进一步摸清河口管理保护现状,分析存在的问题,提出加强河口管理保护的相关建议,为进一步提升河口管理保护能力、助力河口地区经济社会高质量发展提供支撑。Estuary management and protection is an important aspect of river and lake management work.The report of the 20th National Congress of the Communist Party of China proposes to promote green development,enhance harmonious coexistence between humans and nature,and adhere to the integrated protection and systematic governance of mountains,rivers,forests,fields,lakes,grasslands,and sand and deploys important arrangements for coordinating the management of water resources,water environment,and water ecology,and promoting the ecological protection and management of important rivers,lakes,and reservoirs.After years of exploration and development,China has carried out a lot of work in the management and protection of estuaries,and has achieved certain results.However,due to the complex natural conditions of estuaries,active economic activities,and numerous management departments and institutions,there are still some prominent problems in the protection and management.For example,the overlapping management scope is relatively prominent,the institutional system needs to be further improved,and regulatory measures are insufficient.In order to comply with the economic and social development situation in the new era of estuary areas,standardize and strengthen the management and protection of estuaries,it is necessary to further understand the current situation of estuary management and protection,analyze the existing problems,and propose relevant suggestions to strengthen estuary management and protection,which will provide support for further improving the management and protection capacity of estuaries and assisting the high-quality development of the economy and society in estuary areas.
