摘　　要：公共文化服务体系构建是我国公共文化治理方面的核心。“善治”理念下的公共文化治理既是以“公共”为主题的治理措施,也是实现精神文明建设的必经之路。在公共文化的治理中,精神匮乏、分配不均、政府主导、利益冲突等方面的问题一直以来需寻求解决。在提升公共文化治理效能的路径选择中,应坚持社会主义核心价值观、完善资源分配、构建新型治理模式、化解利益主体间冲突,以期助力我国公共文化治理体系和治理能力的现代化提升。The construction of a public cultural service system is the core of public cultural governance in Chi-na.Under the concept of"good governance",public cultural governance is not only a governance measure with"public"as its theme but also a necessary path to achieve the development of spiritual civilization.In the govern-ance of public culture,issues such as lack of spiritual nourishment,unequal distribution,government dominance,and conflicts of interest have always needed to be addressed.In choosing the path to enhance the effectiveness of public cultural governance,it is necessary to adhere to the socialist core values,improve resource allocation,es-tablish new governance models,and resolve conflicts among stakeholders.This will contribute to the modernization of Chinas public cultural governance capacity and governance system.
