区域科技成果转化政策工具的配置与优化分析——基于河北省的政策文本计量

摘　　要：聚焦政策工具视角,构建政策工具类型-政策工具使用阶段二维分析框架,运用内容分析法结合Nvivo12质性分析软件对河北省科技成果转化政策文本进行计量分析,剖析区域科技成果转化政策工具运用的特点和不足。研究发现:不同类型科技成果转化政策工具运用不均衡,区域对“供需环”三类政策工具的使用偏好差异显著;政策工具在区域科技成果转化不同阶段分布不均匀,产业化阶段的政策工具明显匮乏;作用于区域科技成果转化不同阶段的政策工具与阶段特征缺乏协同性,政策工具配置不合理。最后,从均衡配置、优化布局、统筹兼顾、探索创新等方面提出对策建议。From the perspective of policy tools,this paper constructs a two-dimensional analytical framework for the types of policy tools and the stages of their use,uses the content analysis method and the Nvivo 12 qualitative analysis software to conduct quantitative analysis of the policy text of the transformation of scientific and technological achievements in Hebei Province,and analyzes the characteristics and shortcomings of regional science and technology achievements transformation policies.The results show that(1)the application of different types of policy tools for the transformation of scientific and technological achievements is uneven,and regional preferences for the use of the three types of policy tools,namely supply,demand,and environment,vary significantly;(2)the distribution of policy tools in different stages of the transformation of regional scientific and technological achievements is uneven,and the policy tools in the industrialization stage are scarce sig-nificantly;(3)the policy tools acting on different stages of the transformation of regional scientific and technological a-chievements lack synergy with the stage characteristics,and the allocation of policy tools is unreasonable.Propose counter-measures and suggestions from aspects such as balanced allocation,optimized layout,overall consideration,and innovation,to provide reference and basis for regions to fully leverage the effectiveness of the"policy toolbox"to transform scientific and technological achievements.
