大数据视角下机动车保险诈骗犯罪侦查对策

摘　　要：随着我国社会主义市场经济的深入发展,机动车保险进入了快速发展阶段。但与此同时,机动车保险诈骗案件量迅速增长且尚有大量隐案未被发现,已出现职业化诈骗团伙,严重扰乱保险市场秩序。当前公安经侦部门在实际办案过程中面临发现线索难、搜集证据难、落地查证难等问题。以大数据背景下侦查模式的转变为切入点,探索建立机动车保险诈骗监测预警模型,要素化追踪勾画关系网,转变审讯策略深挖犯罪链条,通过数据研判技术能够科学有效地识别、打击机动车保险诈骗犯罪。With the continuous development of China’s socialist market economy,motor vehicle insurance has entered a stage of rapid development.At the same time,however,the number of motor vehicle insurance fraud cases is also growing rapidly,and there are still a large number of hidden cases that have not been discovered.Professional fraud gangs have emerged,which has seriously disrupted the order of the insurance market.At present,the public security economic investigation department is faced with some problems such as finding clues,collecting evidence and landing verification.Based on this dilemma,this paper takes the transformation of investigation mode under the background of big data as the breakthrough point,explores the establishment of monitoring and early warning model of motor vehicle insurance fraud,traces and delineates the relationship network by elements,changes interrogation strategies to dig deep into the criminal chain,and identifies and cracks down on motor vehicle insurance fraud crimes more scientifically and effectively through data research and judgment technology.
