摘  要:在智慧韧性城市加速建设、基层风险治理能力亟待提升的背景下,城市综合防灾规划在社区层面的传导和实施技术需求更加紧迫。本文从社会培育、规划方法和智能技术三个维度剖析了城市社区防灾规划的相关经验,阐述了基于智能技术的城市社区防灾规划的重要作用,构建了以防灾分析决策、动态防灾空间、防灾管理服务为主体的社区防灾规划框架,明确了智能技术贯穿始终的规划流程,并以天府新区正大街社区为例,说明了城市社区防灾规划的编制和实施的程序逻辑、方法要点和关键技术。With the rapid development of smart and resilient cities,there is a growing urgency to strengthen grassroots risk governance capabilities.The technical requirements for effectively transmitting and implementing urban comprehensive disaster prevention planning at the community level have become increasingly critical.This paper examines the relevant experiences of urban community disaster prevention planning in three dimensions:social cultivation,planning methods,and intelligent technology.It emphasizes the crucial role of intelligent technology in urban community disaster prevention planning.To this end,this paper proposes a new framework for community disaster prevention planning that focuses on disaster analysis decisionmaking,dynamic disaster prevention space,and disaster management services.Moreover,intelligent technology is integrated throughout the planning process,and the procedural logic,key method points,and critical technologies for the preparation and implementation of urban community disaster prevention planning are illustrated by taking the trial of the Zhengdajie community in Tianfu New Area as an example.
