摘　　要：为适应现代化养老需求,提高养老保障水平,我国近年来不断提倡并推动医养结合发展,并已取得初步成效。目前,中医药“治未病”“体质养生”“药食同源”等主动健康优势未能在医养领域充分发挥,以中医药为特点特色的医养模式杂乱不清。国内的中医药医养结合行业起步晚,发展水平参差不齐。中医药健康养老发展存在适宜技术和方法挖掘不够、技术研究和推广环节薄弱等问题。中医药“主动健康式”智慧医养结合模式规范化管理流程与制度的制定能够为医养结合机构服务管理提供参考依据,全面提升个体中医药医养的主观能动性,发挥中医药主动健康优势,加强医养工作人员与老年人中医药主动健康行动,有效填补中医药医养模式规范化管理的空白,提升服务质量。本研究阐述的内容适用于以中医药“主动健康式”为特色的医养结合机构,规定了中医药“主动健康式”智慧医养结合服务模式的术语和定义、基本要求、管理流程、管理制度、质量与安全控制、监督评价与持续改进。To meet the demands of modern elderly care and improve the care level,China has been continuously advocating and promoting the development of medical service and elderly care integration in recent years,and has achieved preliminary results.Currently,the active health advantages of traditional Chinese medicine,such as"preventive treatment","life nur-turing based on constitution,"and"homology of medicine and food,"have not been fully utilized in the field of medical serv-ice and elderly care integration,resulting in a lack of clear and distinctive traditional Chinese medicine-based models for med-ical service and elderly care integration.The development of the traditional Chinese medicine-driven medical service and eld-erly care integration industry in China started late and the level of development is uneven.There are problems such as insuf-ficient exploration of suitable technologies and methods for the development of traditional Chinese medicine-based health elderly care,and weak links in technological research and promotion.The establishment of a standardized management process and system for the traditional Chinese medicine"active health"intelligent medical service and elderly care integration mode can provide a reference basis for the management of medical service and elderly care integration institutions,compre-hensively enhance the subjective initiative of individual traditional Chinese medicine-based integration,leverage the advanta-ges of active health in traditional Chinese medicine,strengthen the active health actions of personnel in this field and the eld-erly,effectively fill the gap in the standardized management of traditional Chinese medicine-based medical service and elderly care integration,and raise service quality.The content described in this study applies to medical service and elderly care inte-gration institutions with a focus on traditional Chinese medicine"active health"intelligent medical service and elderly care in-tegration mode,and it specifies the terminology and definitions,basic re
