摘　　要：目的通过制定“回归社区式”示范应用基地医养结合管理与服务规范,提高医养结合机构服务管理效能,为政府评价医养结合机构运行效率提供基本依据。方法应用专家访谈、“德尔菲法”专家咨询、专题小组讨论、专题会议等方式,确定了社区智慧医养结合的质量内涵和管理要素。考察遴选了2个示范应用基地,邀请管理专家集中分析、评价“回归社区式”智慧医养结合服务模式的实际运行效果,实证剖析影响模式运行的核心因素、外围因素,并以此为基础制定了“回归社区式”示范应用基地医养结合管理与服务规范。结果制定了“回归社区式”示范应用基地医养结合管理与服务规范,进一步完善了社区养老服务管理规范化的内容,提高了医养结合机构服务质量和管理效能,为政府评价医养结合机构运行效率提供了的基本依据。结论“回归社区式”示范应用基地医养结合管理与服务规范是“回归社区式”智慧医养结合养老模式中重要的组成部分,实践证明,可有效规范医养结合机构管理和运行。Objective To improve the service management efficiency of integrated medical and nursing care institutions by es-tablishing the integrated medical and nursing care specifications of"Returning to Community"demonstration application ba-ses,providing a basic reference for government evaluation of the operational efficiency of integrated medical and nursing care institutions.Methods The the quality connotation and management elements of community-based intelligent medical service and elderly care integration were identified by means of expert interviews,"Delphi method"expert consultation,special group discussions and thematic meeting.Two demonstration application bases were investigated and selected,and manage-ment experts were invited to collectively analyze and evaluate the actual operational effects of the"Returning to Community"intelligent medical service and elderly care integration mode,empirically dissecting the core and peripheral factors influencing the mode's operation,and on this basis,formulating the management and service specifications for the"Returning to Com-munity"intelligent medical service and and elderly care integration demonstration application bases.Results The manage-ment and service specifications of the"Returning to Community"demonstration application base were formulated,further improving the standardization of community eldercare service management,enhancing the service quality and management efficiency of integrated medical and nursing care institutions and providing a basic reference for government evaluation of the operational efficiency of integrated medical and nursing care institutions.Conclusion The management and service specifica-tions of"Returning to Community"demonstration application base are an important component of"Returning to Communi-ty"intelligent medical service and and elderly care integration mode,and practice has proved that it can effectively regulate the management and operation of integrated medical care and elderly care institutions.
