摘　　要：目的制定“回归社区式”智慧医养结合服务模式的标准规范,促进医养结合的发展,满足社区老年人的健康养老需求,提高医养服务质量和效率。方法参照相关政策、标准、规范等对医养结合机构的建设、管理、服务、评价等方面的要求,采用专家访谈、“德尔菲法”专家咨询、专题小组讨论、专题会议等方法,确定“回归社区式”智慧医养结合服务模式的服务标准及规范。结果“回归社区式”智慧医养结合服务模式标准规范的制定,有利于建设“回归社区式”智慧医养结合服务模式并推广应用,有利于养老服务资源和医疗资源的充分整合利用,有效填补“9073”养老格局中社区养老服务的“空白地带”,确保社区老年人享受便捷快速、优质全面的医疗、康复和照护服务,提高生活质量。结论该规范能够提高医养服务效率,改变老年人过度依赖养老院或医院的现状,降低医养成本,减轻家庭和社会负担。同时,有利于将积极老龄观、健康老龄化贯穿到经济社会发展全过程,提升卫生资源使用效率,是促进就业、促进供给的有力措施,对稳增长、促改革、调结构、惠民生和健康中国建设具有重要意义。Objective To formulate standard norms for"Returning to Community"intelligent medical service and elderly care integration mode so as to promote the development of integrated medical service and elderly care services,meet the health and care needs of the community-dwelling elderly and improve the quality and efficiency of medical service and elderly care services.Methods According to relevant policies,standards,and norms regarding the construction,management,service,and evaluation of integrated medical and nursing care integration institutions,methods such as expert interviews,Delphi ex-pert consultations,special group discussions,and thematic meetings were employed to establish the service standard norms for"Returning to Community"intelligent medical service and elderly care integration mode.integrated healthcare and elder-care institutions.Results The formulation of standard norms for"Returning to Community"intelligent medical service and elderly care integration mode facilitated its construction and application of this mode,promoted the full integration and utili-zation of elderly care services and medical resources and effectively filled the"gap"in community elderly care services within the"9073"elderly care framework to ensure that the community-dwelling elderly have access to convenient,fast,high-qual-ity and comprehensive medical,rehabilitation,and caregiving services,and improve their quality of life.Conclusion These norms can enhance the efficiency of medical service and elderly care services,change the over reliance of elderly people on nursing homes or hospitals,reduce medical and elderly care costs and alleviate their burden on families and society.Addi-tionally,it can foster positive attitudes towards aging and integrate healthy aging throughout the economic and social devel-opment process,improve the efficiency of utilizing health resources,and is an effective measure to promote employment and supply.It is of significant importance for stable growth,reform promotion,structural adjustment,public welfa
