企业污染治理的绿色信贷和社会资本协调性--基于环境政策框架

摘　　要：随着宏观污染治理措施效应的缩减和市场经济的转变,如何持续优化绿色信贷和环境政策,逐渐引导社会资本参与企业污染治理,成为现行可持续经济研究的核心问题。本文利用2009—2021年上市企业年报数据,采用三重差分实证检验环境政策、绿色信贷和社会资本对企业污染治理的影响。研究表明:环境规制、绿色信贷与社会资本的相互协同矛盾依然存在,但三者共同对企业污染治理的推进效应显著,特别是在国有企业、科技型企业、绿色企业、污染企业和西部地区中表现更明显。因此,应合理布局以精准控制绿色信贷投放,多渠道引导以发挥社会资本参与企业污染治理,完善平台以构建全球环境治理政策体系。With the reduction of the effect of macro pollution control measures and the transformation of market economy,how to continuously optimize green credit and environmental policies and gradually guide social capital to participate in enterprise pollution control has become the core issue of current sustainable economic research.Using the annual report data of listed enterprises from 2009 to 2021,this paper adopts the triple difference model to empirical test the impact of environmental policies,green credit and social capital on enterprise pollution control.The research shows that the synergistic contradiction between environmental regulation,green credit and social capital still exists,but the three together have a significant promotion effect on enterprise pollution control,especially in state-owned enterprises,science and technology enterprises,non-polluting enterprises,polluting enterprises and western regions.Therefore,reasonable layout should be made to accurately control green credit supply,guide social capital to participate in enterprise pollution control through multiple channels,and improve the platform to build a global environmental governance policy system.
