摘 要:面对当今日益复杂的国际形势,中国的对外交往面临着一系列严峻挑战,在对外话语、国际传播等问题上需有与之相适的措施。由中国传统文化发展而来的新“天下观”,以其独特的政治哲学视角,为我们认清世界格局、处理国际关系打开了新的思路,也从认识论和方法论的角度,为对话世界提供了框架式构想。“天下”观的理论精神与构建“人类命运共同体”的基本理念一致,以实现世界各国人民的共同利益、和谐关系和携手发展为根本目的,从国际关系治理入手,以文明共生为目的,将政治生活和文化关系作为抓手,为我国的对外交流和文化传播设计出了系统化的工作格局和实施方案。In the face of the increasingly complex international situation today,China's foreign exchanges on the world stage are facing a series of severe challenges,and it urgently needs to develop strategies that are appropriate to address issues such as foreign discourse and international communication.The new“Tianxia Concept”derived from Chinese traditional culture,with its unique political and philosophical perspective,has opened up new ideas for us to understand the world order and handle international relations.It also provides a conceptual framework for international dialogue from the perspectives of epistemology and methodology.The theoretical spirit of the“Tianxia Concept”is consistent with the basic idea of building a“community with a shared future for mankind”,aiming to achieve the common interests,harmonious relationships,and joint development of people from all countries in the world.Starting from the governance of international relations and aiming for the coexistence of civilizations,it takes political life and cultural relationships as the focal points and designs a systematic work pattern and implementation plan for China's foreign exchanges and cultural communication.
