会宁县农业保险政策实施效果及影响因素分析

摘　　要：自然灾害频发的地区,使得粮食生产面临的不稳定性增加。农业保险作为农业生产中重要的稳定器,虽有完整的制度体系,但是农户参保意愿仍然较低。因此,本文以会宁县为研究区域,以当地种粮大户为研究对象,首先建立会宁县农业保险实施效果评价指标体系,了解会宁县农业保险实施效果;其次,根据综合评价得分,进一步采用Tobit回归模型,找出影响农业保险实施效果的因素,以期为会宁县以及其他同类地区更好地推进农业保险的实施提供一定实践参考。In areas with frequent natural disasters,the instability of food production increases.Agricultural insurance,as an important stabilizer in agricultural production,has a complete system,but farmers'willingness to participate in insurance is still low.Therefore,this paper tries to take Huining County as the research area and the local big grain growers as the research object,and firstly establish the evaluation index system of the implementation effect of agricultural insurance in Huining County to understand the implementation effect of agricultural insurance in Huining County.Secondly,according to the comprehensive evaluation score,Tobit regression model is further used to find out the factors affecting the implementation effect of agricultural insurance,in order to provide certain practical reference for Huining County and other similar areas to better promote the implementation of agricultural insurance.
