摘 要:技术创新作为建设现代化经济体系的重要支撑,持续影响着中国劳动力就业。利用中国劳动力动态调查和城市创新指数数据,考察城市创新能力对中国劳动力不充分就业的影响及作用机制。研究发现:城市创新能力对劳动力不充分就业的影响呈倒U型关系;早期城市创新能力较低时,其上升的就业替代效应占主导,增加了劳动力不充分就业,而中后期高质量的技术创新显著降低了劳动力不充分就业,与就业替代效应作用相反的正向溢出效应成为主导力量;城市创新能力通过促进产业结构高级化和提高信息化水平影响劳动力不充分就业。Technological innovation,as an important support for building a modern economic system,has constantly affected labor employment in China.Based on the data from both China Labor-force Dynamics Survey and Urban Innovation Index,the paper examined the effect and action mechanism of urban innovation capacity on labor underemployment in China.The results showed that,there was an inverted U-shaped relationship between urban innovation capacity and labor underemployment.At the early stage,urban innovation capacity was at a lower level,and the rising employment substitution effect played a dominant role,which exacerbated labor underemployment.However,at the middle and late stages,high-quality technological innovation significantly reduced labor underemployment.The positive spillover effect,as the opposite effect of employment substitution effect,became the main force.Moreover,urban innovation capacity affected labor underemployment by promoting the advancement of industrial structure and raising the level of informatization.
