全球对外直接投资的动因、影响及对我国对外直接投资发展的思考与建议

摘　　要：对外直接投资是我国构建新发展格局,推进高水平对外开放,联通内外循环,实现经济高质量发展的重要环节。在对外直接投资发展过程中,如果没有把握正确的发展方向、采用正确的发展策略,反而会对国内经济的稳定和发展产生负面影响。本文对全球直接对外投资的发展现状、动因和影响进行了梳理总结,对我国对外直接投资的发展现状、特点及面对的挑战及机遇进行分析,并从优化政策和营商环境、加强知识产权保护、推进金融高水平对外开放、聚焦中间产品、发挥香港地区及自贸区窗口作用、主攻“一带一路”和东盟方向六个方面提出政策建议。OFDI is an important link in China's efforts to build a new development pattern,promote a high lev-el of opening up to the outside world,link internal and external cycles and realize high-quality economic develop-ment.In the process of OFDI development,if it fails to grasp the correct direction of development and adopt the correct development strategy,it will,on the contrary,have a negative impact on the stability and development of the domestic economy.This paper summarizes the development status,motivation and impact of global OFDI,ana-lyzes the development status,characteristics,challenges and opportunities of China's OFDI,and puts forward poli-cy recommendations in six areas,namely,optimizing policies and business environment,strengthening intellectual property protection,promoting the opening up of the financial sector to the outside world at a high level,focusing on intermediary products,giving full play to Hong Kong's region role as a window to the FTZ,and focusing on the direc-tion of"the Belt and Road"and ASEAN.
