摘　　要：中国式现代化奉行互利共赢的开放战略。中国对外投资合作在为发展中国家提供资金的同时还反映并扩散了中国式现代化的发展知识,有助于发展中国家启动或推动其现代化进程。中国政府依靠与企业和银行的紧密协调,超越政府与市场简单对立思维,通过发起并实施任务导向型投资而成为市场的重要创造者,推动了中国国内的现代化建设。本土政商关系亦塑造了中国对外投资合作的特质,使中国企业总体上体现出不同于西方传统资本的竞争优势,即较长的时间视野和较高的风险容忍度。蕴含中国发展知识的对外投资合作有望满足东道国在基础设施投资和国家能力建设两方面的需求,从而助力发展中国家实现现代化。对中国企业参与巴西电力行业投资的案例考察基本印证了上述理论观点。本文侧重从“走出去”而非“引进来”的角度讨论中国式现代化中的对外开放议题,基于中国本土政商关系提炼中国式现代化的发展知识,以对外投资合作为载体构建了一个跨国政商互动的分析框架,揭示了中国式现代化的学理意义和世界意义,以及中国式现代化推动世界现代化的理论机制和有效路径。Chinese path to modernisation follows a mutually beneficial opening-up strategy.China's outward investment cooperation not only provides financial resources to developing countries,but also disseminates development knowledge on China 's modernisation path,helping developing countries to advance their own modernisation processes.The Chinese government,in close coordination with enterprises and banks,has gone beyond a simple state-market dichotomy and become a significant market creator by initiating mission-oriented investments that have contributed to China 's domestic modernisation.The character of China 's outward investment cooperation has also been shaped by the domestic government-business relationship,which gives Chinese firms competitive advantages over traditional Western capital in general,namely a longer time horizon and a higher tolerance for risk.It is expected that outward investment cooperation,infused with Chinese development expertise,will meet the needs of host countries in terms of both infrastructure investment and state capacity building,thus helping developing countries in their modernisation efforts.The case study of Chinese companies' involvement in the Brazilian power sector essentially confirms the above theoretical views.This paper summarises the evolving knowledge of China's modernisation path based on the domestic state-business relationship,and focuses on the issue of opening-up in China 's modernisation from the perspective of ‘going out'rather than ‘bringing in'.The study provides an analytical framework of transnational government-business interactions involving outward investment cooperation,and illustrates the theoretical significance and global implications of China 's modernisation path,as well as the theoretical mechanism and effective ways through which China's modernisation path promotes global modernisation.
