侦查决策自主权影响破案动机的作用机理——基于自我决定与计划行为理论的调查研究

摘　　要：侦查决策是刑事案件侦查的重要环节,侦查决策的权力结构调整是推进新时代公安改革、提高侦查效益的必由之路,是推进侦查现代化,实现侦查依靠群众、抓住战机,增强基层实力、激发基层活力、提升基层战斗力的重要举措。本文基于侦查现代化的视角,依据自我决定与计划行为理论,研究讨论了侦查决策自主权是否以及如何影响一线刑警破案动机。本研究主要采用问卷调查法检验理论假设,研究发现侦查决策自主权对一线刑警的破案动机存在正向影响,职业认同在侦查决策自主权和一线刑警破案动机中发挥中介效应,合规负担负向调节侦查决策自主权对职业认同的影响,且削弱了职业认同的中介效应。Investigation decision-making is an important part of criminal case investigation.The adjustment of the power structure of investigation decision-making is a necessary way to promote the reform of public security in the new era and improve investigation efficiency.It is also an important measure to promote modernization of investigation,realize the reliance of investigation on the masses,seize opportunities,enhance grassroots strength,stimulate grassroots vitality,and enhance grassroots combat effectiveness.Based on the perspective of modernization of investigation and the theory of self-determination and planned behavior,this article studies and discusses whether and how the autonomy of investigation decision-making affects the motivation of frontline criminal police to solve cases.This study mainly used a questionnaire survey method to test theoretical hypotheses.The study found that the autonomy of investigation decision-making has a positive impact on the motivation of forefront criminal police to solve cases.Professional identity plays a mediating role in the autonomy of investigation decision-making and the motivation of forefront criminal police to solve cases.Compliance burden negatively moderates the impact of investigation decision-making autonomy on professional identity,and weakens the mediating effect of professional identity.
