摘　　要：适度监管是数字经济和实体经济融合发展的制度保障。基于2011~2021年城市数字经济监管相关行政处罚数据和A股上市公司数据,本文从经济治理角度切入,探究数字经济监管对企业数字化转型的影响作用及其内在机理。研究结果表明,数字经济监管对企业数字化转型总体表现为正向促进作用,经过一系列稳健性检验后依然成立。机制分析发现,在矫正市场失灵的基础上,数字经济监管不仅能够通过维护竞争秩序、加强数据信息共享、鼓励创新产出来优化数字化转型环境,而且能够通过降低经营成本和增加经营利润来改善企业数字化经营状况,从而对企业数字化转型形成激励。异质性分析发现,对数字基础薄弱的企业、处于早期监管阶段的城市以及数字经济监管与企业数字化发展协同的地区,这一推动作用更加显著。研究结论为构建数字经济监管体系从而推进企业数字化转型提供了政策启示。Moderate regulation is the institutional guarantee for the integrated development of the digital and real economy.As the leading role of the digital economy continues to emerge,market failures,such as threats to fair competition,obstacles to data circulation and sharing,damage to the legitimate rights and interests of digital enterprises,and increased digital business risks,are gradually emerging.If not effectively controlled,it will not only worsen the external environment for enterprise digital transformation but also reduce the internal benefits of enterprise digital transformation,which may be the reason for the current difficulties in enterprise digital transformation.The literature related to the regulation of the digital economy mostly focuses on discussing the theoretical role of regulatory tools at the macroeconomic level,without systematically analyzing the practical impact of micro enterprises.Can the government’s regulatory measures on the digital economy effectively correct market failures,create a favorable digital external transformation environment for enterprises,and enhance the internal driving force of digital transformation,thereby helping enterprises achieve smooth digital transformation?The academic community has paid little attention to this issue,providing an opportunity for this study.Based on administrative penalty data related to urban digital economy regulation from 2011 to 2021 and data from A-share listed companies,this study explores the impact of digital economy regulation on enterprise digital transformation and its underlying mechanism from the perspective of economic governance.The results indicate that in the current relaxed regulatory environment,digital economy regulation has a positive promoting effect on the overall digital transformation of enterprises and remains valid after a series of robustness tests.The mechanism analysis found that,by correcting market failures,digital economy regulation not only optimizes the digital transformation environment by maintaining compe
