摘　　要：基础研究作为知识溢出源泉,对于实体经济的创新具有前瞻性和战略性的指导意义,是提升区域技术创新水平的重要来源和驱动力。基于国家创新系统的理论体系,从知识溢出的角度出发,构建了基础研究对区域技术创新影响的理论框架。通过匹配专利的引证信息,构造2000—2020年934个省份对的面板数据,从知识溢出的角度探究了基础研究对区域技术创新的影响及作用机制。结果发现:(1)基础研究对区域技术创新具有显著的促进作用,但中国各省的基础研究和技术创新存在明显的错位问题和分离趋势。(2)基础研究通过知识溢出规模、知识水平溢出和知识垂直溢出影响区域技术创新。而且中国基础研究更倾向于溢出到与之创新基础相近的地区,而非与之地理邻近的地区。(3)与科研机构和工业企业相比,基础研究更能促进高等院校技术创新;地区的科技投入和营商环境越好,越有利于基础研究发挥创新效应;东部地区的基础研究作用显著,而中西部地区更多地表现为知识“净流出”。为此,需持续加强基础研究投入,打通知识溢出渠道,积极引导跨区域的合作交流,实现区域技术创新的高质量发展。Basic research,as a source of knowledge overflow,has a forward-looking and strategic guiding significance for the innovation of the real economy,and is an important source and driving force for upgrading the level of re-gional technological innovation.Based on the theoretical system of national innovation system,the theoretical framework of the impact of basic research on regional technological innovation is constructed from the perspective of knowledge spillover.By matching the citation information of Chinese patents and constructing the panel data of 934 pairs of provinces from 2000 to 2020,the spatial Durbin model is used to examine the characteristics of basic research and technological innovation in each province of China,as well as the trajectory of knowledge spillovers in China's basic research sector,and to empirically test the impact of basic research on regional technological innovation and its role mechanism.The study found that:(1)basic research has a significant role in promoting regional technological innovation,and can significantly improve the technological innovation level of other provinces through the correlation between regions,showing an obvious"one glory for all"characteristic.However,there is also an obvious mismatch and separation trend between basic research and technological innovation in Chinese provinces,and the enhancement of regional knowledge absorption capacity and the improvement of the level of applied research can help amplify the promotion effect of basic research on regional technological innovation.(2)Basic research affects regional technological innovation through the scale of knowledge spillovers,horizontal knowledge spillovers and vertical knowledge spillovers.By further delineating the spatial trajectory of knowledge spillovers,it is found that the knowledge spillover effect generated by basic research has obvious local rootedness and spatial leapfrogging,and is more inclined to spill over to regions with similar innovation bases rather than geographically neighboring reg
