高质量发展背景下地方公共图书馆评估的探索与创新

摘　　要：高质量发展是“十四五”时期我国经济社会发展的重点要求。目前,正值“十四五”中期阶段,在高质量发展引领的大环境下,全国公共图书馆评估已迈入新阶段。为全面掌握各地公共图书馆事业现状,深化公共图书馆评估定级工作,文章对上海市、山东省、广东省广州市和浙江省嘉兴市南湖区四个地区开展的地方公共图书馆评估实践进行全方位、多角度分析,借助案例研究方法总结现有地方公共图书馆评估经验,创新未来地方公共图书馆评估路径。研究发现,高质量发展背景下的地方公共图书馆评估,应从评估模式特色化、评估标准精细化、评估手段智慧化和评估流程简约化四个象限共同发力。High-quality development is the key requirement for China′s economic and social development during the "14th Five-Year Plan" period.Currently,in the mid-term stage of China′s "14th Five-Year Plan",and in the context of high-quality development,the national public library evaluation has entered a new stage.In order to comprehensively grasp the current situation of public librarianship in various regions of China and deepen the national evaluation and rating of public libraries,this paper makes an all-round and multi-angle analysis of the evaluation practice of local public libraries in Shanghai,Shandong Province,Guangzhou City in Guangdong Province and Nanhu District of Jiaxing City in Zhejiang Province,summarizes the evaluation experience with the help of case study method,and innovates the evaluation path of local public libraries in the future.Under the context of high-quality development,the evaluation of local public libraries should work together in four quadrants:the characteristics of evaluation model,the refinement of evaluation criteria,the intelligent of evaluation tool and the simplification of evaluation process.
