政府环境注意力对区域低碳发展的影响研究——兼论中央环保约谈的调节作用

摘　　要：政府行为是环境治理的关键要素,是区域低碳发展的核心驱动力。本文基于中国30个省份的2009—2020年数据,通过政府工作报告文件构造环境注意力指数,沿着环境注意力—政府行为—低碳发展路径,从理论和实证两个维度考察了政府环境注意力对区域低碳发展的影响和作用机制。研究发现:政府环境注意力提升可以促进区域低碳发展,在多重稳健性检验后该结论依旧成立;异质性分析表明,东部地区和低碳地区的政府环境注意力赋能区域低碳发展效果强于中、西部地区和高碳地区;机制分析表明,政府环境注意力对区域低碳发展的赋能效果是通过环境规制和环境政策执行力来实现的。中央环保约谈亦会强化政府环境注意力对区域低碳发展的影响,但其实效性较短。结论为优化政府治理策略、提升区域低碳发展水平提供了理论依据和实践证据。Government behavior is a key ele⁃ment of environmental governance and a core driver of regional low-carbon development.Based on 2009-2020 data from 30 Chinese provinces,this article constructs an environmental attention index through government work report documents,and examines the theoretical and empirical dimensions of government environmental attention on regional low-carbon development along the environmental attention-government behavior-low-carbon de⁃velopment path.The impact and mechanism of en⁃vironmental attention on regional low-carbon devel⁃opment are investigated from both theoretical and empirical perspectives.The heterogeneity analysis shows that the effect of government environmental attention on regional low-carbon development is stronger in eastern and low-carbon regions than in central and western regions and high-carbon regions.The mechanism analysis shows that the empowering effect of government environmental attention on re⁃gional low-carbon development is achieved through environmental regulation and environmental policy enforcement.Central environmental talks also strengthen the impact of government environmental attention on regional low-carbon development,but their effectiveness is shorter.The conclusions provide theoretical and practical evidence for optimizing government governance strategies and enhancing regional low-carbon development.
