长江大保护背景下复苏湖泊生态环境的实践与思考——以湖北省为例

摘　　要：湖泊是生态系统的基本要素,是湖北省优势突出的重要战略资源。复苏湖泊生态环境是推动新阶段水利高质量发展的重要路径,是创建人民幸福湖的有效保障。文章在分析湖北省湖泊生态环境面临问题及原因的基础上,明确目标定位,提出复苏湖泊生态环境对策建议,重点是着眼建设全国构建新发展格局先行区的大局和荆楚安澜水网建设的使命,以习近平生态文明思想为指引,准确把握治湖新要求,以生态优先、绿色发展为基本原则,扎实推进湖泊综合治理各项工作,有效促进湖泊生态环境复苏。Lakes are a fundamental element of the ecosystem and an important strategic resource with prominent advantages in Hubei Province.Revitalizing the ecological environment of lakes is an important path to promote the high-quality development of water conservancy in the new stage and an effective guarantee for creating a happy lake for the people.On the basis of analyzing the problems faced by the ecological environment of lakes in Hubei Province and relevant reasons,this article clarifies the target positioning and proposes measures and suggestions for reviving the ecological environment of lake with the focus on the overall situation of building a leading area for new development patterns nationwide and the mission of constructing the Jingchu Anlan water network.Meanwhile,guided by Xi Jinping's concept of ecological civilization,the emphasis is to accurately grasp the new requirements for lake governance,and take ecological priority and green development as the basic principles,solidly promote the comprehensive management of lakes and effectively enhance the recovery of lake ecological environment.
