摘　　要：发挥流域统筹作用,实现流域与区域协同治理河湖,是全面强化河湖长制的重要路径。文章以河北省宽城县与海河水利委员会引滦工程管理局(以下简称“引滦局”)潘家口水库库区及周边区域的联防联治联建为案例,系统分析了流域-区域协同推进河湖联防联治的手段和措施,提出了构建流域统筹区域协同河湖管理保护机制的意见和建议,为进一步破解流域、区域河湖协同治理“瓶颈”提供技术支撑。Playing the role of basin coordination and achieving coordinated management of rivers and lakes between basins and regions is an important path to comprehensively strengthen the river and lake chief system.This article takes the joint prevention,control and construction of the Panjiakou Reservoir area and surrounding areas in Kuancheng County,Hebei Province,and the Luan River Diversion Project Management Bureau of the Haihe River Water Resources Commission(hereinafter referred to as the“Luan River Diversion Bureau”)as a case study,systematically analyzes the means and measures of promoting the joint prevention and control of river and lake through basin-regional coordination,and proposes opinions and suggestions for building a basin and regional coordinated management and protection mechanism of river and lake,in order to further provide technical support for overcoming on the“bottleneck”of collaborative governance of basin as well as regional river and lake.
