强化跨省河流水资源统一调度 扎实推动新阶段珠江水利高质量发展

摘　　要：水资源调度是优化配置水资源,实现水资源“空间均衡”的重要举措,是推进新阶段水利高质量发展的重要支撑。文章回顾了近几年珠江流域跨省河流水资源调度工作的实践与成效,从坚持人民至上、坚持问题导向、坚持系统观念、坚持底线思维四个方面凝练总结水资源统一调度管理的经验启示,为更好开展水资源调度管理工作提供借鉴与参考。Water resource regulation is a crucial measure for optimizing the allocation of water resources and achieving“spatial balance”of water resources,serving as the vital support for promoting high-quality development of water resources in the new era.This article reviews the practice and effectiveness of cross-provincial river water resources regulation in the Pearl River Basin in recent years.It summarizes the experiences and insights of unified regulation of water resources from four aspects,including people-first governance,problem orientation,systematic protection and bottom-line thought,providing valuable references for better management of water resource regulation.
