摘　　要：近年来,一些省份积极探索设立水利产业投资基金,推进水利基础设施建设,取得了一定成效。通过对贵州、湖南、江西和河南等地的典型调研发现,目前水利领域产业投资基金面临管理趋于严格、实际应用不充分、基金吸引力不强等挑战。为推动水利领域用好产业投资基金,建议加强宣传培训提高认识,结合当地实际分类推动,加大政策支持优化设计,推进市场化改革提高收益。In recent years,a number of provinces have positively sought to establish the water conservancy industry investment funds to promote the construction of water conservancy infrastructures.Typical surveys in Guizhou,Hunan,Jiangxi,Henan,and other provinces have found that the water conservancy industry investment funds are currently facing challenges including stricter management,inadequate practical applications,and less attractiveness.To boost the better utilization of water conservancy industry investment funds,this paper recommends to strengthen publicity and training to enhance awareness,combine with local conditions to classify and promote,provide greater policy support to optimize designs,and advance the market-oriented reform to increase returns.
