摘　　要：洪涝、冰冻、地震、干旱、水质污染以及其他工程或人为事故等对农村供水的影响不容忽视,提升农村应急供水保障水平有着重要的意义。研究选择辽宁省发生过供水突发事件的7个县(市、区)进行调研,深入分析了辽宁省农村应急供水的现状、相关农村供水工程的基本情况及应急保障条件,并探讨了机制体制建立情况、责任主体及牵头部门落实情况。针对存在的农村供水应急专管机构不足、评估总结不到位、工程管理不专业的问题,提出了落实设立专管机构、及时总结经验、推广专业管理以及多途径宣传的对策,为提高辽宁省农村应急供水水平,保障农村居民供水安全提供理论支撑。The impact of floods,freezing,earthquakes,droughts,water pollution and other engineering or man-made accidents on rural water supply cannot be ignored.It is of great significance to improve the emergency water supply guarantee level in rural areas.This article selects seven counties(cities,districts)in Liaoning Province that had experienced water supply emergencies for research,and deeply analyzes the current situation of emergency water supply in rural areas in Liaoning Province,the basic situation of rural water supply projects involved in emergencies,and the conditions for emergency support.It also explores the establishment of mechanism and responsibility subjects,as well as the implementation of leading departments.In view of the problems such as lack of specialized institutions for rural water supply emergency management,inadequate evaluation and summary,and unprofessional engineering management,the article proposes measures and suggestions such as establishing specialized institutions,timely summarizing experiences,promoting professional management,and multi-channel publicity to improve the emergency water supply level in rural areas in Liaoning Province and ensure the safety of rural residents drinking water supply.
