摘　　要：目前,国际金融市场发展格局加速演进,上海国际金融中心在我国双循环经济格局中将承载更多的功能和作用,高质量金融开放已成为上海国际金融中心升级的关键因素。但上海在金融市场、政府治理能力及金融结构平衡方面还存在诸多不足,从而限制了上海国际金融中心功能的发挥。上海应从内外循环两个角度,从金融市场发展、供应链和价值链优化重组、金融结构与产业结构的协调性、内外循环联结纽带、金融监管及配套制度等方面系统剖析和推进高质量金融开放,打造升级版的上海国际金融中心。At present,the development pattern of the international financial market is accelerating,and the Shanghai International Financial Center will carry more functions and roles in China’s dual-cycle economy pattern.High-quality financial opening-up has become a key factor in the upgrading of the Shanghai International Financial Center.However,there are still many shortcomings in Shanghai’s financial market,government governance capacity,and financial structure balance,which limit the functionality of the Shanghai International Financial Center.We should systematically analyze and promote high-quality financial opening-up from the perspectives of internal and external circulation,including the development of financial markets,optimization of supply chain and value chain restructuring,coordination between financial structure and industrial structure,linkage between internal and external circulation,financial regulatory systems and supporting systems,and create an upgraded version of Shanghai International Financial Center.
