摘　　要：[研究目的]自2020年政治危机以来,白俄罗斯情报系统积极推动改革调整。随着中白两国建立全天候全面战略伙伴关系,对此进行专门研究具有重要现实意义。[研究方法]基于政府官方资料、新闻报道、智库报告以及相关文献,梳理分析白俄罗斯情报系统的组织结构和改革特征,并从组织、社会、政治和安全四个方面剖析改革的内在逻辑,最后就其工作成效进行客观评价。[研究结论]白俄罗斯情报界的改革调整主要集中于情报法规、情报披露、情报权力和情报合作四个方面。官僚部门的利益诉求,民主法治的价值理念,总统执政的现实需要,以及对多极世界的战略追求是驱动改革的四个主要逻辑。整体来看,白俄罗斯情报系统在维护国家安全稳定方面成效显著,但也面临着改革所带来的各种问题。鉴于白俄罗斯国家安全环境的不确定性,中国需紧密关注其情报系统的发展动向,为未来两国情报合作奠定基础。[Research purpose]Since the 2020 political crisis,the Belarusian intelligence system has actively promoted reforms and adjustments.With the establishment of a comprehensive all-weather strategic partnership between China and Belarus,it is of significant practical importance to conduct specialized research on this topic.[Research method]Based on official government information,news reports,think-tank reports and relevant literature,this study conducts an analysis of the organizational structure and reform characteristics of the Belarusian intelligence system.It also examines the inner logic behind the reform from four dimensions:organization,society,politics,security,and finally provides an objective evaluation about its effectiveness.[Research conclusion]The reform and adjustments in the Belarusian intelligence community primarily focus on four aspects:legal construction,intelligence disclosure,intelligence agency power,and intelligence cooperation.The driving forces behind these reforms includes the interests of bureaucratic departments,the values of democracy and rule of law,the practical needs of presidential governance,and strategic goal of establishing a multipolar world.Overall,the Belarusian intelligence system has made significant progress in maintaining national security and social stability,but it also faces various challenges brought about by the reform.Given the uncertainty in the Belarusian national security environment,China needs to pay close attention to the development trends of its intelligence system to lay the foundation for future intelligence cooperation between these two countries.
