摘　　要：习近平总书记指出:“发展要高质量,立法也要高质量。要以立法高质量保障和促进经济持续健康发展。”“要抓住提高立法质量这个关键,深入推进科学立法、民主立法,完善立法体制和程序,努力使每一项立法都符合宪法精神、反映人民意愿、得到人民拥护。”为了推动新时代地方立法工作高质量发展,本期笔谈组织了来自立法实务界和理论界的专家,共同探讨当前地方立法工作所面临的一些较为紧迫的实务问题。同时,我们也期望,这些来自立法实践的鲜活经验与案例能够让法律人将目光更多地投向法治秩序的上游——立法活动,回应中国立法实践,生产出更多的立法理论作品。General Secretary Xi Jinping pointed out,“Development must be of high quality,and legislation must also be of high quality.High-quality legislation should be used to safeguard and promote sustained and healthy economic development.”“We must seize the key factor to improve the quality of legislation,deeply promote scientific and democratic legislation,improve legislative institutions and procedures,and strive to make every piece of legislation conform to the spirit of the Constitution,reflect the will of the people and be embraced by the people.”In order to promote the high-quality development of local legislative work in the new era,some experts from the legislative practice and academia are invited to discuss some of the urgent practical issues facing the current local legislative work.At the same time,we also expect that these fresh experiences and cases from legislative practice will enable legal professionals to focus more on the upstream of the rule of law order,i.e.,legislative activities,respond to China's legislative practice,and produce more theoretical works on legislation.
