省际合作帮扶与共同富裕实践路径——以2010年以来19省市对口援疆为例

摘　　要：本文结合共同富裕的基本内涵和省际合作帮扶(以下简称帮扶政策)的理论分析,从人民富裕、区域差距、城乡差距、民生福祉方面,实证分析帮扶政策在推进共同富裕中的宏观表现和微观实践路径。研究发现,一是在人民富裕层面,帮扶政策提升了受援地区城乡居民收入和消费水平,尤其改善了农村居民生活水平,进而降低了农村居民恩格尔系数;二是在区域差距层面,帮扶政策促进了受援地区经济较快发展,因而缩小了受援地区与全国其他区域的发展差距;三是在城乡差距层面,帮扶政策在很大程度上缩小了城乡居民收入差距;四是在民生福祉层面,帮扶政策优化了居民消费结构,改善了居住条件和精神消费等方面的消费能力。进一步地,结合共同富裕的理论内涵,探讨了省际合作帮扶推进共同富裕的实践路径。Combining the basic connotation of common prosperity and the theoretical analysis of inter-provincial cooperation and assistance,this paper analyzes the macro performance and micro practice path of inter-provincial cooperation and assistance policies in promoting common prosperity from the aspects of people's prosperity,regional disparity,urban-rural gap,and people's well-being.The study finds that,Firstly,in the aspect of people's prosperity,inter-provincial cooperation and assistance policies have improved the income and consumption levels of residents in the recipient areas,especially the living standards of rural residents,thereby reducing the Engel index of rural households.Secondly,in terms of regional disparity,inter-provincial cooperation and assistance policies have promoted the rapid economic development in the recipient areas,thus easing the development gap between recipient areas and other regions in the country.Thirdly,for the urban-rural gap,inter-provincial cooperation and assistance policies has reduced the local urban-rural income gap to a large extent.Forthly,in terms of people's well-being,inter-provincial cooperation and assistance policies have optimized the consumption structure of local residents,and improved the consumption capacity in terms of living conditions and spiritual consumption.
