摘 要:在制度型开放视域下,政府治理变革的逻辑动因旨在最大限度地降低制度性交易成本,有效激发市场活力、发展动力和社会创造力。当前,我国对外开放进入新阶段,政府治理与高水平对外开放还不太适应,面临政府治理理念滞后、治理方式陈旧、治理手段落后、治理效能不够高、法律法规制度建设滞后等一系列现实挑战。新阶段,推进高水平对外开放,客观上要求进一步推进政府治理变革。必须紧紧抓住政府治理变革这一“牛鼻子”,在界定政府与市场关系的前提下对政府职能再定位,升华政府治理理念,完善政府治理模式,提高政府治理效能,逐步实现从行政管理向公共治理方向演进。The role of opening up is to force the government to further deepen the reform.From the perspective of institutional openness,the logical motivation of governance reform is to minimize institutional transaction costs and effectively stimulate market vitality,development momentum and social creativity.At present,China's opening to the outside world has entered a new stage,and governance is not suitable for high-level opening to the outside world.It faces a series of practical challenges,such as lagging governance concepts,outdated governance methods,backward governance methods,low governance efficiency,and lagging construction of laws and regulations.In the new stage,promoting high-level opening to the outside world objectively requires further reform of governance.We must firmly grasp the“bull's nose”of governance reform,redefine government functions under the premise of defining the relationship between government and market,sublimate the concept of government governance,improve the model of government governance,improve the efficiency of government governance,and gradually realize the evolution from administrative management to public governance.
