摘　　要：加强劳动保障监察执法,是推动政府职能转变、更好发挥政府作用的重要举措,也是依法行政、建设法治政府的应有之义。本文对劳动保障监察的基本属性、职能边界、构成要素进行了探讨,揭示了劳动保障监察在规范劳动力市场秩序、规范企业用工行为、维护社会稳定、弘扬劳动精神、保持生产力可持续等方面对优化营商环境的基础性作用,并从深化体制改革、加强队伍建设、规范执法行为、创新执法方式、完善配套措施等方面提出了加强劳动保障监察执法的建议。This paper discusses the basic attributes,functional boundaries and constituent elements of labor security supervision. It reveals the fundamental role of labor security supervision in optimizing the business environment and regulating the order of the labor market,regulating the employment behavior of enterprises,maintaining social stability,promoting labor spirit,and maintaining sustainable productivity. This paper puts forward suggestions on strengthening labor security supervision and law enforcement from the aspects of deepening system reform,strengthening team building,standardizing law enforcement behavior,innovating law enforcement methods,improving supporting measures and so on.
