“松散关联型发展联盟”与管委会型国家级新区府际协作困境研究——以湖南湘江新区为例

摘　　要：府际协作困境是当前我国管委会型国家级新区在推动区域协同发展时面临的重大问题,而现有的尺度重构与模糊行政两大理论视角均未能充分揭示新区内部各行政主体决策行为的“黑箱”。本研究基于制度性集体行动理论构建了一个新的分析框架,藉此考察困境产生的制度条件。通过对湖南湘江新区产业项目引进及建设实践的案例研究发现,以“割裂式”财政体制、授权型“不完全政府”和“分立式”人事管理制度为结构性特征的“松散关联型发展联盟”体制是导致管委会型国家级新区内部府际协作困境的主要原因。新时代管委会型国家级新区深化改革创新工作应致力于建立权责一致、激励相容的新型治理体制,提升新区管委会的统筹协调能力,破解区域府际协作困境。The dilemma of inter-governmental coordination is a major problem currently facing the development of Statelevel New Areas of Management Committee Type in China.However,the perspectives of scale rescaling and fuzzy administration haven't sufficiently revealed the policy black-box within the decision behaviors of administration bodies in State-level New Area.This paper builds a new analytical framework based on the theory of Institutional Collective Action,and then analyzes the institutional conditions of the occurrence of this dilemma.Through the examination of the introduction and construction of industrial projects in Hunan Xiangjiang New Area,it finds that the“Loose-coupling Development Alliance”system,which is structurally characterized by a“fragmented”fiscal system,an authorized“inadequate government”,and a“discrete”human resource system,is the main reason leading to the dilemma of inter-governmental collaboration in the State-level New Areas of Management Committee Type.In view of this,the deepening of reform in the new era should aim at establishing a new governance system integrating power and responsibility while also equipped with an incentive mechanism,so as to enhance the coordination capacity of New Area Management Committee and solve the inter-governmental coordination dilemma.
