摘　　要：为系统评价健康中国行动开展三周年以来在制度建设和行动举措所取得的阶段进展,本文借鉴国内外健康政策评估研究成果,基于系统采集的2019年—2021年中央层面和省级层面健康中国行动工作计划(要点)的政策与举措5万余条数据,设计基于中国情境下的政策执行阶段性评估的路径和方法。研究发现,健康中国行动呈现“国家-省-市”政策传导过程,健康中国行动框架已经建立,联动机制与协同格局正加快形成,工作质量和效率逐步提升,但地域和部门间的进展不平衡明显存在。持续跟踪评估并对政策和行动举措进行针对性调整和干预将是下一阶段工作的重点。In order to systematically evaluate the progress of the system construction and measures taken in the past three years since the beginning of the Healthy China Action,this paper applies the international health policy evaluation indicator systems to the Chinese context.Based on the systematic collection of more than 50,000 pieces of policy documents and measures from the Healthy China Action Plans(Key Points)of the central and provincial levels from 2019 to 2022,the periodic evaluation logic and methods on policy implementation were designed.The study finds that the Healthy China Action presents a“national-provincial-municipal”policy transmission process,the framework of the Healthy China Action has been established,the collaboration mechanism and synergy pattern are taking shape at a high speed,and the working quality and efficiency have been gradually improved,but the progress imbalance among different regions and departments is obvious.Continuous follow-up evaluation and targeted adjustment and intervention on policies and action initiatives will be the focus in the next phase.
