摘　　要：近年来,壳牌适时对业务结构和产业链布局进行优化调整,由上下游一体化逐步演变为以业务链、技术链、供应链协同发展的三链一体化发展格局。构建一体化技术链,成立项目与技术部,统筹管理技术资源;技术与项目一体化管理,提升项目执行效率;科研项目与科技成果一体化管理,提升科技成果转化成效。形成一体化供应链,实现协同高效可持续发展。2023年初壳牌公司组织机构改革为一体化天然气和上游板块、下游和可再生能源板块、项目与技术板块。对中国石油公司的启示:一是坚持一体化发展战略,并逐步由上下游一体化转向业务链一体化;二是整合集团技术资源,减少总部研究院数量,进一步提升总部级研究院研发水平和市场化运作能力;三是加强科研项目的全生命周期管理,在项目各阶段推进科技成果评价,强化成果应用及效益评估。In recent years,Shell has optimized and adjusted its business structure and industrial chain layout in a timely manner,gradually evolving from upstream and downstream integration to a three-chain integrated development model with the synergistic development of business chain,technology chain,and supply chain.To build an integrated technology chain,Shell has established a project and technology department to coordinate the management of technology resources,integrated technology and project management to enhance the efficiency of project implementation,and integrated management of scientific research projects and scientific and technological achievements to enhance the effectiveness of the transformation of scientific and technological achievements.Form an integrated supply chain to achieve synergistic,efficient and sustainable development.In early 2023,Shell transformed its organizational structure into an integrated natural gas and upstream segment,a downstream and renewable energy segment,and a project and technology segment,which gives Chinese petroleum companies such inspirations as adhering to the integrated development strategy and gradually shifting from upstream and downstream integration to business chain integration,integrating the group's technological resources and reducing the number of headquarter research institutes to further enhance the research and development level and market-oriented operation capability of headquarter-level research institutes,and strengthening the whole-life-cycle management of scientific research projects,promoting scientific and technological achievement evaluation at all stages of the projects,as well as boosting the application of results and assessment of benefits.
