摘　　要：综合能源服务是提供面向能源系统终端的能源集成方案或系统解决方案,涵盖油、气、电、冷、热、氢等多种能源的综合供应,以及能源规划设计、工程投资建设和运营等多种服务。系统梳理国内外综合能源服务发展现状,结合中国石油公司开展综合能源服务的综合优势,提出业务发展路径:近期重点围绕优化内部用能市场,推动油气与新能源融合发展,建设低碳智慧油田/炼厂,开展园区/楼宇综合能源服务;中期深入挖潜存量用户市场,稳步开拓增量用户,开展“油气热电氢”多能供应、“油气氢电服”交通综合供能、用能增值等服务;远期实现从石油公司向综合性能源公司低碳转型发展,联合电力等其他企业共同构建我国综合能源服务生态。Integrated energy service could provide energy integration programs or system solutions for energy system terminals,covering the comprehensive supply of oil,gas,electricity,cold,heat,hydrogen and other energy sources,as well as a variety of services such as energy planning and design,engineering investment and construction,and operation.The paper puts forward a business development path after systematically reviewing the development status of integrated energy services at home and abroad,and taking into account the comprehensive advantages of Chinese oil companies in carrying out integrated energy services.It proposes to focus on optimizing the internal energy market,promote the integration of oil and gas with new energy,construct low-carbon and intelligent oilfields/refineries,and carry out integrated energy services in parks/buildings in the near term,to explore the market of stock users,steadily develop incremental users,and carry out such services as “oil,gas,heat,electricity,and hydrogen” multi-energy supply,“oil,gas,hydrogen,electricity,and service” integrated energy supply for transportation,and value-added services in the medium term,and realize the development of low-carbon transformation from an oil company to an integrated energy company,and jointly build China's integrated energy service ecosystem with other enterprises including electric power companies in the long term.
